I use the HP Cloud Recovery Tool application to restore the system to factory settings and boot the computer from flash, but after booting, HP Sure Recover does not work, and the options do not appear. The following image appears after booting from USB. I Try on Windows 10 and Windows 11

Your image looks like the Windows USB installation media setup software.

 

The steps required to do a HP Cloud Recovery for W10 Pro or W11 Pro can be reviewed at this HP Site.

No I created flash memory using  HP Cloud Recovery
