That is very odd because I just burned a DVD the other day on a regular 4.7 GB DVD-R.
I just read the instructions for the media creation tool and it indicates the following...
Before you download the tool make sure you have:
- An internet connection (internet service provider fees may apply).
- Sufficient data storage available on a computer, USB or external drive for the download.
- A blank USB flash drive with at least 8GB of space or blank DVD (and DVD burner) if you want to create media. We recommend using a blank USB or blank DVD, because any content on it will be deleted.
- When burning a DVD from an ISO file, if you are told the disc image file is too large you will need to use Dual Layer (DL) DVD Media.
I just used the media creation tool again, and downloaded the 64 bit ISO file and here are the results...approximately 4.3 GB, which fits on a standard DVD-R disk.

I guess maybe the size of the downloaded file somehow is related to the browser, or the computer OS to be used?
I used Google Chrome and my computer OS is Windows XP, SP3. Yesterday before I downloaded the burner, I read the instructions for the media creation tool, therefore I asked you the question about DVD size.
When I was struggling with the downloading the burner yesterday, my husband retried using the USB recovery kit to start his hp all-in-one computer. This time he selected "default" as boot device since no disc/USB was in the list. Then he clicked "next", the process was even go ahead, and 2 of 3 tasks under the Factory image recovery preparations were completed, which are Reformatting the Windows partition of the hard drive; and Copying files required to restore the hard drive. After that, a message pop up, says Recovery preparation is complete. According to the instructions sent with the recovery kit, the USB recovery media was removed at this point. Then the recovery process started. However when it was doing Software Installation, the Recovery Manager window appeared, says the recovery attempt has failed. Clicking Details then saw Error: Incorrect brand name [Unknown]; Expected Brand name from FB [Pavilion].
Do you have any idea about this failure?

I guess it is possible the OS/browser make a difference on the ISO file size.
I used W10 to create the media on.
Unfortunately, I wouldn't be able to help you with any recovery system failures.
I've gotten them too over the years and that is when I just go ahead and clean install Windows.
