After registering my computer I got a screen shot thanking me for registering and saying I was good to go.
Now every time I have the computer on the same screen shot comes up. I clink on the DONE button; it goes away but comes back again and again.

I did not provide a solution. I needed to see what was supposed to happen when you power up the operating system.
Where did that Slim cleaner come from? It definitely was not part of the factory default software.
That kind of software in the hands of somoen who uses it without understanding what it actually does can cause unexpected behavior.
Have you made a recovery flash drive yet?

While logged into Windows 10, right-click the Windows icon and select Run.
Type in MSConfig and press enter.
Click on the startup tab.
Now click on the blue Task Manager link.
In the Task manager you will be in the startup section.
Look for the HP registration exe file or script.
When you find it, right-click on it and click on disable in the pop-up menu.
That should stop it from popping up very time you start your PC.
The attachment is an image of System Configuration and the Task Manager.

Can you use the snipping tool to make an image of what is present in the startup section of the task manager?
Perhaps I can then let you know what to disable. It is likely to be a script running that makes it appear.
