I use the HP Cloud Recovery Tool application to restore the system to factory settings and boot the computer from flash, but after booting, HP Sure Recover does not work, and the options do not appear. The following image appears after booting from USB. I Try on Windows 10 and Windows 11
I have created a flash memory using HP Cloud Recovery.

How the cloud recovery tool for business class PC's works is a little different from how it works on the consumer class notebooks.
What is going to happen is you install Windows from the screen you are at and then afterward, you check a box to install the available drivers and software that came with your PC.
There is an instruction link below. Pay particular attention to the section titled "Installing HP drivers and software after recovery"

I don't know the answer to either of your two questions.
I don't work for or represent HP, and I have never used the cloud recovery client on a Business class PC.
On my HP business class PC's, I use plain W10/W11 installation media that I make from Microsoft, and manually install the drivers and software I want to use afterward from the PC's support page.
