How do u know if your all in one motherboard is bad and screen is blank and flashing light on the side but it powers up ?

@Pen12 -- by "power up", do you mean that a "splash screen" appears, and then Windows starts-up?
Or, do you mean that some lamps light up, and you hear the fan inside the computer, but the "splash screen" does not appear, and Window does not load.
Your computer has several "major" components:
* the display
* the video-adapter
* the processor
* the motherboard
If the display is "dark", it could have failed.
If the video-adapter has failed, then nothing will be seen on the display.
If the processor has failed, then nothing will happen.
If the motherboard has failed, then nothing will happen.
So, I think that you need to take your All-In-One, and its power-adapter, to a computer technician, for professional trouble-shooting.
