There was a power outage and my computer won’t come back on except for the above icons in the picture and then shuts off.

Welcome to the HP Forum.

 

A power outage is usually not good for PC hardware.

 

I am not sure what "my computer won’t come back on except for the above icons in the picture and then shuts off" means.

 

You would have to check the external power brick (try a different power supply) and then look at internal components to find any damaged parts.

 

You will have to disconnect peripherals and some internal parts such as the HDD or SSD, try available RAM (one at a time) in each memory slot, or try a new stick of RAM in each memory slot.

 

The MB or CPU, or both, could also be toast.

 

I would have a local PC Tech take a look.
