Sorry, but I don't have very good news for you ...
According to the HP product page for your PC, it did not come with Win10 preinstalled -- and HP only makes BIOS upgrades for the OS versions that come preinstalled on their PCs.
Additionally, HP makes their BIOS upgrade OS-version-specific, meaning the PC must be running the same version of Windows as the BIOS upgrade. Thus, you can not run, for example, a BIOS upgrade designed for Windows 7 or 8x in Windows 10.
This means there is no BIOS upgrade you can download from HP for your PC.

Yes. Some computers do not require any BIOS-updates to run Windows 7 or 8 or 10 or Linux or FreeDOS.
> Or needed any action?
You have shown the available BIOS updates.
Expand that section of HP's web-site to read the "Fixes" section, to see if the BIOS update will address any issue that your computer is currently experiencing.
My philosophy:
- let sleeping dogs lie,
- if it ain't broke, you're not trying hard enough,
- enough duct-tape will fix anything, for a while.

Yes.
From: https://support.hp.com/us-en/drivers/selfservice/hp-compaq-8200-elite-microtower-pc/5037940
the description for the "May 2016" update:
Fixes:
- Fixed BiosConfigUtility in setting Legacy and UEFI Boot Sources.
- Fixed BiosConfigUtility Enable/Disable of discrete devices, which were being re-enabled on next boot.
- Implemented Roll Back prevention.
- Added improved Security Updates.
*** ALERT ***
This release improved Security Updates implementation.
HP strongly recommends promptly transitioning to this BIOS version.
Due to security changes, after this BIOS update has been installed, previous BIOS versions cannot be reinstalled.

I have contacted telephone support in my country Greece
and say I can apply BIOS updates
and that OS version is Not related with BIOS...
well proceed to apply BIOS updates in my Win 10 Pro PC that are for win 7 and win 8.1... ???

HP makes their BIOS updates OS-version specific, so if you download a BIOS update for Win7 or Win8x, when you try to run it in Win10, it will error out because that is not the correct OS version.
So yeah, the BIOS code itself is not OS-version specific, but the softpaqs provided by HP are (to the best of my knowledge).

> HP may publish BIOS update for Spectre vulnerability independent of OS and for my system ???
Maybe, or maybe not.
If your motherboard is "too old", namely before mid-2013, HP may make a "business decision" to not create an update of the BIOS for it.
Note that Intel and HP, as of January 23, 2018, have "pulled" any already-issued updates, due to problems created by those updates.
Finally, exploits of the Specture vulnerability require that your computer already has been compromised, by a "rogue" program already running on your computer. Prevent that compromise, and the vulnerability cannot be exploited.
Similarly, if you know that your automobile has malfunctioning brakes, you prevent anybody from driving it.
You don't let them drive it, only to discover its "vulnerability".

> "rogue" program
> anti-virus can find and remove this ... if antivirus is up to date???
If antivirus is up-to-date, then it would prevent the program from being downloaded to your computer, and would also prevent the computer from running on your computer.
Personally, I do not believe that any computer program can do a 100% "removal" on a virus-infected computer.
Compare to a thief who breaks into your home, finds a spare key, makes a copy of it, and leaves.
If you do not notice the break-in, you will not notice that the thief made a copy of the key, which makes your home vulnerable to a future event.
The computer-virus can also "tweak" your system in very subtle ways, that are extremely difficult to detect.
