Is this your personal laptop or one you use at work?

If it is part of a domain (school, business government)  then the group policy has been set to allow only the network manager to modify security setting.   In this case it would be inadvisable to make any changes without consulting with network manager or security.

If personal property then  looks like you got a virus or someone has created a policy that does not allow you to change security settings
