I cannot use the keyboard in Bitlocker mode.

My HP laptop runs on a 9th-generation Intel chip. On August 30th, a BitLocker notification appeared requesting a passcode, but my keyboard was unresponsive to letters, numbers, or even the Esc key.

That's unusual.

You need keyboard function to enter the BitLocker recovery key.

Have you tried: shutting down and restarting your PC to see if you can access the HP UEFI startup menu by repeatedly tapping the "ESC" key?

Try an external keyboard to see how it goes.

Do you have the BitLocker recovery key?

I have the Bitlocker recovery code, but I still can't use the Esc key or the external keyboard.

BitLocker prevents access to Windows without the recovery key but I don't think it locks keyboard or external USB port function.

If so, you would not be able to enter the BitLocker recovery key.

So it seems your PC may have two unrelated problems; a BitLocker problem and an external USB/internal serial keyboard function problem.

Is your PC in warranty? If yes, contact HP Support.

Some laptops have a CR2032 MB battery. Some laptops don't.

Try resetting CMOS by: removing the CR2032 MB battery, if applicable, wait a while, then reinstall the CR2032 coin cell battery or: remove the Lithium Ion battery, wait a while, then reinstall the Lithium Ion battery to reset CMOS.

You'll have to disassemble the PC to do either of the above CMOS reset options.
