I hear you.
I have tried AMDs EXPO on my PC's memory and can't tell the performance difference unless I run a benchmark. The benchmarks tells me the memory is faster when using EXPO.
Your PC will be fine using the memory at 2400 MT/s vs 3200 MT/s.

What BIOS settings are you looking for?
Your PC's BIOS will probably not have: any memory, Resizable Bar, or CPU overclocking options. The HP Omen PCs do provide additional BIOS options.

The currently installed RAM in your PC's MB will default to 2400 MT/s if it is not HP factory RAM.
Your PC's BIOS does not provide Intel XMP or AMD DOCP memory overclocking options.
You could check with Crucial Memory to see if they guarantee 3200 MT/s using their memory modules in your MB.
Try the Crucial Scanner or directly contact Crucial to talk to a Crucial Memory expert.
2400 MT/s vs 3200 MT/s is not a deal breaker. You can only see the difference when you run benchmarks.
