Reason for downloading the recovery tool: I tried to shut down Windows but it did restart instead of shutting down, so I clicked on restart then clicked on shutdown and it worked well. But, when I immediately tried to power on my PC, A "Preparing Automatic Repair" black screen appeared then a small black screen flickered for a second. (photo:)
and finally a blue screen appeared:
I tried every option proposed by the Choose An Option screen but nothing worked. So I tried to restore my system to the original factory state by downloading the HP Recovery Tool and boot from the USB drive as recommended by the HP Support site, but:

I am not a HP employee.
I don't see a HP Cloud Recovery download option for your PC at this site: (Link).
I would check hardware by doing the following:
Restart your PC.
Tap "ESC".
Select "F2". Run system tests.You can also run Component tests.
Get back to this forum with test results.
A pass on HP Diagnostics suggests you have a Windows problem.
A Windows startup problem gets involved. You may have to reinstall the operating system.
I hope you have data backups.

Hi, in fact I did not mean the link you have mentioned, rather what I meant is here link. I entered my PC product number and the tool recognized it (otherwise I was not allowed to download anything) That is why I am perplexed at the tool error message posted earlier.
Regarding the tests you have mentioned, indeed I did all the tests listed in the Startup Menu including the system diagnostics (F2) , the component tests, and the system recovery (F11) but nothing solved the problem. (photo)

Hi 24f0000ne,
HP normally provides a cloud download recovery option at the PC's download site if the product supports this. There is no cloud option at your PC's download site per my link.
It looks like the HDD is okay. I would also run HP Diagnostics "Component Tests" to verify all hardware is good.
This suggests you have a Windows startup problem. Did your PC happen to update to Windows 10 (W10), version 1903 lately? W10 updates can sometimes mess things up.
You may be able to fix this. Sometimes you have to do a clean installation of Windows.
I hope you have data backups in case you have to do a clean Windows install.
I would only use a mouse and keyboard when doing the following stuff.
Carefully check this site (Link) for tips on fixing this type of problem. This second site (Link) also deals with startup problem and has links to additional troubleshooting techniques.
It would be wise to create Windows 10 operating system installation media. This media can be used to troubleshoot your problem. You can make W10 installation media at this (Link).

Whereas that tool did not recognize my HP laptop which did not come with windows pre-installed: (photo)
My main question is: How can I restore my PC settings to factory default while the recovery tool is sending the previously posted error message. The tool is supposed to format the HDD and install every thing to get the PC as manufactured (Including windows 10 and the HP programs). I mean if I only tried to reinstall windows, I would lost the HPs.
P.S. NO, I did not perform any upgrade, the system comes with windows 10 home edition.
All your above suggestions were tried with no single solution.
Finally, could it be a virus?
What if I format the entire HDD and then try to boot from the created HP recovery USB drive?

This HP model is about a year old, a release date in June 2018.
I stand corrected, your PC should support a Cloud Recovery. Are you carefully following the steps required to do this at this HP Support site (Link)?
HP business PCs usually provide a Cloud Recovery download tool at the PC's Download and Support site.
The HP recovery media will reformat the HDD if it works.
Could it be malware? Anything is possible.
Are you in warranty? Maybe you should contact HP Support (Link).
