Welcome to the HP Forum.
I do not know what the screen shot error message in your post means.
Correct me if I am wrong. But it looks like you are trying to run a HP Cloud Recovery within Windows?
The HP Cloud Recovery process runs by booting to a minimum 32 GB USB flash drive containing the HP factory operating system image.
HP Cloud Recovery instructions can be reviewed at this Site.

Maybe a different Forum member can assist if you are getting this error when trying to create a HP Cloud Recovery drive.
I don't think you can perform a HP USB Cloud recovery within an active Windows session.
A cloud recovery needs to be done outside of Windows.
To do a HP Cloud Recovery you need to boot to the 32 GB USB Cloud Recovery stick you previously created per the steps at the HP site link in my first response.
