My HP All-in one failed a IRQ test Diagnose states "Communication problem between the network port and system board. The card may need to be replaced or the system board may need to be repaired."
No warranty left is this hard to fix myself or should I buy new computer?

Please provide the product number only to check your PC's specifications.
An Ethernet network card (a wired network connection) is integrated in the motherboard (MB). This failure would require replacing the MB if the component has failed and you need a wired connection to your network. Probably not worth the cost if your PC is out of warranty.
A wireless network card failure could be replaced if this hardware is not integrated into the MB. You could also use an external USB WIFI dongle to connect to your network if you don't want to replace the internal discrete WIFI adapter or the integrated Ethernet adapter has failed.
