Sorry about the fast posting! LOL I have nothing better to do now !
I downloaded from AMD and quit looking for working drivers on HP for this machine. As soon as the graphics is updating will install from AMD. It's not the V9 is is 7th Gen A8 Pro-7600
Hope this chipset driver works.

Well after far too many hours and having dumped trying to use "official" drivers provided by HP for this machine what finally resolved things was going to AMD's page for drivers. There were a few delays trying to sort out the correct drivers, in part due to AMD naming system. The CPU is an A8 which I assumed incorrectly to look for the 8 series drivers....but NO! This is listed under 7th Generation chipsets/drivers. Why not keep the numbers in sync AMD! Anyhoooo.
Finally found chipset for 7Th gen CPU 8A series.
After installing that chipset in place of the "official" HP chipset I now have a fully functional PC complete with USB3 ports that actually recognize my USB3 Drives ! WHOOPEE !
( As a side note I downloaded the current release of Ubunto just in case because I know that will install everything correctly the first time while I sip coffee, no hassle, no license keys , faster and more secure. )
May still do dual boot!

I think the key to reinstalling Win7 on these devices are:
1. Make a bootable USB drive. If you have issues with the MS provided utility use https://rufus.ie/ It is fast and reliable when MS fails.
2. On that drive create a folder [drivers] and copy all the drivers to that drive. It may be okay to drop in the original HP drivers at that point because the Win 7 Install only needs a few basics to run and it won't install the chipset drivers anyway.
3. The USB drive must plug into a USB 2 port because until you install chipset drivers the USB3 ports wont work. The one issue you will encounter at this point has to do with the desire to have a mouse and keyboard connected which will use the only two ports available. You will need to get by with only a mouse until the PC reboots to complete the install at which point remove the flash drive and plug in your keyboard. Your going to need it to type in your user info and license key etc.
4. Once the system is up and booting Win-7 (8?) then install the chipset for the version of processor you are using as obtained from AMD after which you should have a fully functional PC.
5. Remember to also get the graphics driver that matches the chipset and CPU you have to complete the setup. Probably Radeon.
