HP's general policy is NOT to do repairs on PCs that are out of warranty. So, sending it in is risking paying for shipment only to have it returned untouched.
Your better option is to contact the nearest service facility and see if they will work on it.

I've found those links to be unreliable if you're using Win10 and the new Edge Browser; so if you are, you need to use something else, like FireFox.
