I have a personal computer model : Hp prodesk 400 G4
When I try to install Windows 7, the following problem appears:
After copying the Windows 7 operating system files to the hard drive and the machine doing the first reboot . the keyboard and mouse stops and I can not complete the installation of the operating system
Please help me solve this problem

Hi:
Starting with all PC's that come with the Intel Skylake chipset or newer, W7 does not have the required chipset or USB drivers in order to install. That is why the KB and mouse freeze up.
I suggest that you install W7 by using the HP Cloud Recovery Client software found on your PC's support page.
That is the easiest way to go.
This package provides the Cloud Recovery Client for supported models running a supported operating system. This Client Utility enables users to download the Recovery Kit from the cloud.

I have attached the instructions for how to use that utility below.
If you like a challenge, there is this way...
Windows starts with the "PreBoot environment" this lacks chipset, USB2/3.0 driver support, and only has just the bare minimum to get a graphical setup screen up and running.
Once you enter in the necessary information into the preboot (such as install location, partition size, and some other misc info) it passes the information into the main windows OS install (install.wim) and again this installer has no USB 3.0 driver support.
To get a working install, extract the intel USB 3.0 driver for the motherboards chipset, to access the inf files, then also do the same to the intel RST driver (10.1.0.1008) or the latest for the NUC,10.1.1.14. The correct driver rev depends on the hardware
Then slipstream the USB 3.0 driver into both the PXE Preboot and the Install.wim setups, and the chipset inf into the install.wim using NTLite
Now you should have a win 7 install setup that has USB 3.0 support in preboot, and windows 7, and the setup had the proper chipset RST information
Note that the intel usb driver is OS and chipset specific depending on the system you have (check with intel for the one that matches your OS/chipset)
The following drivers should work for most Intel Skylake and newer chipset platforms…

Try different USB ports. I believe some of the ports on that model act in usb2 emulation before the usb3 driver is loaded. Try ports that are not blue in color. You also can download the windows 10 iso installer from Microsoft and use that - and you should be using windows 10 anyway.

From what source did you obtain the Windows 7 Installation Media? From HP? Retail? Volume License?

In accordance with Microsoft support policy, HP does not support the Windows 8 or Windows 7 operating system on products configured with Intel and AMD 7th generation or later processors, or provide any Windows 8 or Windows 7 drivers.
Those drivers would include support for your keyboard & mouse.
So, which of the following supported processors do you have:

Finally, note that Microsoft will terminate all support for Windows 7 after January 2020.
After that time, you will need to install Windows 10.
