What you have is an HP 20 -c402ne with the I3-7130 processor, as shown here.

I do understand "novice", so your typing in "capitals" was not considered as extreme shouting.  It just took about a minute to fully decipher your inquiry.  That unit is what, IMHO,  an entry level computer.  In a sincerity that product is no more than a laptop put into a flat panel monitor. It even has a laptop power supply.

The processor is a very low end chip, so it will be slow. What does concern me is it was released June 2018, so it becomes a bargain price for retail turnover when you got it 4 months ago.

Sorry for your troubles on a relatively new PC, but as already mentioned, this is a self-help Community forum and we have no way of either contacting you directly or sending anyone to service your PC.

 

Even a newly-bought PC running Win10 is going to be S.L.O.W -- because it probably sat in a warehouse or on a shelf for MONTHS, and now it is up and running, Windows Update is trying to bring it up to date.  That will slow your PC to a crawl, drive the processor to 100% routinely, and make it all but unusable until the updates are done.  Those could take a few hours; they could take days to finish.

 

If you want onsite warranty support, you would have to contact HP Customer Support directly to make any arrangements and to find out what is available in your area.

 

To contact HP Support see the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Goto this page https://support.hp.com/us-en/contact-hp
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on: HP contact options - click on Get phone number
Case number and phone number appear.
