Apparently you still didn't read my post.  The PC will not hibernate if the hibernation file is removed and the power settings are correct.

Here is a screenshot after I clicked on the "OFF" button.  I get a menu.  Clicking on the center option turns off my PC.  When I turn it back on everything I had open before is back.

 

Notice that the system settings window says that choosing the "OFF" button causes shutdown.  As you can see I get a menu.  Also, notice that I do not have hibernation selected.  If I did, it would show up as an option in the menu.

 

If I were to choose "Shut down" and then turn on my PC I would get my browser with all the open tabs and the settings window.  The only way I can be more clear is to video my situation.  You would need to access it with either a google drive file or dropbox.  

 

I believe the descriptions in the settings window are a carryover from Win 7 or 8.  

 

If you tell me where the hibernation file is located, I'll delete it.

The hibernation file is on the C partition.  You have to uncheck Hide protected operating system files in File Exployer under View and then apply before the file becomes visable. However, before attempting to delete the hiberfil. sys you need to make sure that hibernate is off.

 

Also, make sure that Fast Startup is disabled under the Power Options and that all references to Hibernate are eliminated in the Advanced Power Settings.  Look under Sleep and Battery.

 

And yes, the power button and closing the lid (laptop) need to be set to shutdown.

 

I don't use Fast Startup, Sleep or Hibernate on my laptop as my PC boots from a NVMe SSD.  I don't want any battery drain on my laptop when I shutdown.

In addition to what I just sent, I verified in the advanced settings that hibernation was sent to "never".  Since I deselected hibernation this seems redundant.  I unchecked the hide files box and searched this PC for the file and still could not find it.
 
I'll add this observation.  When I used the preferred shutdown method, my PC reported that it was closing all the apps.  Later when I turned it on again, I confirmed that it "lied to me" about closing the apps.
 
Since I found a workaround that allows me to use "fast startup" and closes my apps as desired, I am going close this discussion.  Your laptop is sufficiently different from my tower that the Win 10 menus and files may be different on our machines.  I don't recall seeing a reference to "battery" in any of the menus.
 
I appreciate your persistence, but I am getting frustrated trying to determine the "root cause" of my problem.  Thank you for trying again.

If you have no battery in your Power Options then W10 is not detecting an UPS battery backup. I have an UPS on my desktop and yes the the advanced power options shows battery.  The below image if from my desktop.

 

Although I have seen your particular issue on PCs/laptops, I don't experience it using my particular settings.
