You’ve done an excellent job on diagnosing the issue from your end. I appreciate your efforts to try and resolve the issue.
As you've mentioned about moving the computer interrupt the video playback, this sounds most likely a hardware related issue.
Let's perform a system factory recovery reset in order to isolate the issue.

I did what you said to do with half of my mouse freezing. It is still doing it again. It started to do it again a few days ago. And like I said before when I move a tiny bit the show or movie I am watching gets fast forward to near the end.

As you've performed relevant troubleshooting steps and the issue persists, Windows 10 has a reset feature that repairs your computer by reinstalling the operating system. let's reinstall the windows operating system to isolate the issue.
To perform a Windows 10 system reset through Windows Recovery Environment: Click here
Note: Backup your files and data before initiating system recovery

- Select the product type.
- Enter the serial number of your device or select let HP detect your product option.
- Select the country from the drop-down.
- You should see the HP phone support number or Chat option listed
