Sorry, but again, I'm afraid your motherboard is down.
Clean the fan, and the rest of the computer may not change anything!
After what you indicated, what you did, the computer remained in a place, probably humid, for a year, there is no great hope
try

@Danielatheer -- that is not my computer age. IDK what age it is, but that is not the age.
OK, so how do i fix this motherboard issue?
The short answer is "do not try" & "do not waste your money trying to fix a ten-year-old computer".
Even if you do fix it, Microsoft will require that you purchase a computer with Windows 11, on/before October 2025, when Microsoft will terminate all support for Windows 10.
Instead, find a local computer-store that leases computers, usually for 2 or 3 years.
At the end of the lease, those computers are returned to the computer-store,
and it's up to the computer-store to refurbish and try to sell such computers at a good discount.

This is only an assumption of what has been observed.
You indicated from the beginning that you took the computer to a repairer
We don't know exactly what they did, what they said, the computer is just "damaged"!?
From the beginning you go around in circles, despite what the other says..
Who will have the last word ..!
After a while you indicate that the computer is dirty?
But what do repairers do, apart from taking money from you?
If it has been under repair, a minimum is that it should have been cleaned
You indicate that everything has been tested, me according to what you indicate, I suppose that the motherboard is damaged, but I cannot be certain, if that is it it must be replaced!
Now like the other, I advise you to stop wasting your time and your money.
you have virtually no chance of visibly fixing it
So if you need a computer you have two options in my simple opinion
You find someone competent, for not too much money, he installs another motherboard, maybe in another case, because not easy with an hp model, and recovers what is possible / compatible, ask for a quote
unless you can do it yourself!?
You find a used computer, not too expensive, a little luck, and it will work!
Finally have you tried to clean this device?

@Danielatheer -- my PC was working 1 year ago so it cant be damaged. if you cant fix my issue get a expert here.
There have been 45 posts to this thread. You have had many responses from experts.
All of them say that your computer's motherboard needs to be replaced, or that your entire computer needs to be replaced.
To make an analogy, put an orange into your refrigerator, and leave it there for a year.
Although it would have been tasty a year ago, today, a year later, you would definitely not want to eat it.
Similarly, leave a bicycle outdoors for a year. Although it was good to ride a year ago, today, it probably will be rusted-out, and the bicycle's crank will need to be oiled, before you can turn the crank.

Sorry Ma'm? who are you talking to ?
I totally agree with what said @itsmyname
yes we listen to you, and we put our heads in order to try to make you understand..
You do not respond exactly to what you are told, asked, despite everything that is indicated to you, we are not moving forward!
We understood very well that your computer was working, but there it is a fact, it no longer works!
Professionals, it seems you said, that there was nothing to do!
With everything that has been indicated to you here, to do, to test, if you cannot start, it is that there are most certainly no more issues.
It is the principle of a breakdown, it works and then unfortunately, sometimes there is nothing more to do!
I think we have done our best here, others will have given up a long time ago.
Without having the computer in hand, it is difficult now to know more!!
You want an expert, no promises, wait, request is made, an hp expert, may contact you
