My Ir camera is not working and i cannot set up my Windows hello.

My IR camera is nor working, it says "The camera couldn't turn on" when i try to use the Windows Hello! I tried to uninstal the IR camera and the restart the PC, it worked and then stopped working again. After, i tried to remove the windows hello and the try all over, but it couldn't happen. Now i cannot set it up, it says "Sorry, there is a trouble. Try again later". I tried, it is not working.
