My PC could start properly

HP Recommended
HP Pavilion 20 All-in-One
Microsoft Windows 8.1 (64-bit)

Hi. So, when I open my PC a blue screen welcomes me with a message:

Recovery

Your PC couldn't start properly

A required device isn't connected or can't be accessed.

Error code: 0xc000000f

You'll need to use recovery tools. If you don't have any installation media (like a disc or USB device), please contact your PC provider/Device manufacturer.

PLEASE HELP ME, I DON'T KNOW WHAT TO DO.
