My desktop won't finish a hard reset so it seems to be stuck. I don't know if I should turn it off.

Example: Pavilion 23

I have a Pavilion 23 that I was resetting to give to someone else.  Since about 2:30 pm yesterday,  it still says " Resetting this PC 99%".  I am afraid to turn it off because I don't want to damage it, and I am only good at following instructions on electronics.  What can I do?

Chances are it is not going to finish.  Try turning it off by holding down the power button and restarting.  There may be just a minor thing causing the "not finishing" that will not matter.

If that does not work, you might need to reinstall Windows

If you need the install media for Windows 10, you can make it from this Microsoft download

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions.
