I checked the cloud recovery tool database and your PC's product number (3JT56AA#ACJ) is not supported by the software.

 

Your only option will be to use the Microsoft media creation tool to create a bootable W10 installation flash drive and clean install W10.

 

Download Windows 10 (microsoft.com)

 

After W10 has completed installing, you can install the drivers and available software from your PC's support page:

 

HP All-in-One - 22-b221in Software and Driver Downloads | HP® Support

 

Here's a video which shows you how to install W10:
