It probably was a power-surge that "killed" the hard drive that is inside your computer.
You, or a computer technician, need to disassemble the computer, remove the hard drive, purchase a new hard drive (recommendation: purchase a SSD [Solid State Device] as a much-faster replacement), connect the new hard-drive (or SSD), and reinstall Microsoft Windows. Fortunately, since your computer was running Windows 10, you are entitled to reinstall Windows 10, at no cost to you. So, your costs will be under $100 for the new disk-drive/SSD, plus whatever you pay to the technician per hour. It should take less than 20 minutes to disassemble, remove the hard-drive, connect the new hard-drive, reassemble, and test. Installing Windows is mostly a "watching paint dry" long elapsed time -- you may wish to do it yourself. We can give more "how-to" details, if you ask.
OR, if you purchased the computer in the last 12 months, exercise the HP warranty, to get HP to replace the hard-drive, at their expense. The hard-drive has "failed", and nobody can be sure if it was a power-surge that caused the failure.
