I have the same problem with a brand new 24" AIO . Wake enabled keyboard, no sleep or power down options enabled and it still does it.  It just doesn't restart the display, everything else is working as I can see the lights on my external WD Passport HD flashing and my USB hub is powered.  If I switch off when I restart it goes through a DOS checksum routine and then starts up as normal.  This can't be right and given that the problem seems to have existed for some time, one wonders why units are still being shipped with this fault. It is, IMHO, lazy quality control. Anyone got a definitive fix on this?

In answer to your series of questions I had done all of them, additionally I have turned off the Sleep mode for display and HD and the problem still occurs.

Yesterday I disabled sleep from the options of “What happens if I press the on/off”   thus leaving Restart of Close Down.

When I clicked on close down, the pc appeared to go off but in fact  still left the USB port live, leaving power to my USB hub and external HD.

When switching on today it started fine, but obviously now when I leave the pc it will not go to sleep , so the only way to save power is to switch off, not ideal

Summary

Screen Power set to always ON

HD Power set to always ON

ON/OFF Switch set to Restart or Shutdown

Wake enabled on keyboard and mouse ( both USB not wireless).

Shutting down completely eliminates the problem as there is no "wake up" required but in all of the years I have owned and built ( quite a few ) pc's I have never had one that I had to closedown completely because it wouldn't wake from "Sleep" . In truth this one doesn't do it every time but seems to occur if the "sleep" is prolonged.

PC drivers and windows always up to date so it isn't the problem

In fairness that is not always the case with many people but I am a much more experienced user and do offer support via TeamViewer to my less tech savvy friends but this has me and man others it would seem totally stumped

I would have thought HP would have had this sorted by now given the age of the problem

I can underst and pc's developing idiosyncratic faults once users start adding their own software, devices and not remembering updates but straight out of the box is not on given these are brand name fairly expensive units

Update

Contacted HP support and and agent took control of my pc and deleted the graphics driver and downloaded and SP to renew. Wake up from sleep worked on a 5 minute period.   Then it worked on a 40 minutes period ( lunch )  but failed to wake up the display after a 90 minute period. I had put the pc tp sleep each time as opposed to auto sleep.  So sadly it persists

UPDATE

Having tried the update this morning to no avail I decided to do more research on this issue.

It is not uncommon and it is not confined to HP product.

So given that info it made sense that it is probably linked to something more generic, but I am convinced it is a software problem.

So delving into the inner workings of this particular model I decided to look at any and all parts that have "power saving" settings.

I discovered the following

Device Manager

System Devices

Intel Management Engine Interface

Has a power option to allow the pc to power down this device and it is enabled by default.

Now givne that I have integrated Intel graphics and the monitor is not waking was it possible that the pc was putting the graphics to sleep by closing down the IMEI  ?

I disabled the "Allow pc to turn off this device"  option and have run several sleep tests.

First one

Sleep ( command not auto ) woke up perfectly after 5 minutes

Ok so nothing special  as it seemed to be doing that ok already

The real problem always manifest itself after a prolonged sleep

Second test   45 minutes sleep and woke on spacebar activation as one would expect.

Shutdown and restarted, everything running ok

Third test    1 Hour sleep and awaok as per normal again using spacebar

I intend to now put it to sleep until  9.30  ( 2 hours ) and see if it is ok, but thus far I am quietly confident

Let's hope that hasn't kinxed things

Left the pc in sleep mode all night and it woke with keyboard this morning.   Sllep mode on each occasion has been manually triggered I am now going to let it put itself to sleep and see if it still wakes up with keyboard.

PC has been left in "Auto" sleep mode three times during the day and awoke 2 / 3.  It was in fact the second sleep period that failed to wake up.  So not conclusively resolved but is definitely working better.  Now to try and find what made period 2 different.
