Why does my updates always fail windows 11,  version 23H2

You have listed a HP printer in your problem description. Are you having a printer problem or a PC problem?

 

Are you trying to update to W11 24H2? 

 

Please provide any specific Windows Update error codes you see when trying to update your PC.

 

Maybe one of the Windows Update troubleshooting steps at this Site will fix your problem.
