Programs Have Slow Response

Hello,

Inexperienced user here. My all in one desktop computer has perfectly fine specs and plenty of space on the disk and hard drive. Yet, when I open certain programs (Steam, explorer, etc.) The frame rate at which the program responds is extremely slow. My processor is an Intel Core i7-1065G7 CPU, and my computer is around two years old. I've tried everything, from restarting to verifying corrupted files to scanning for viruses. Any idea what the problem could be? Thanks!
