I recently completely wiped my PC due to some issues and started out fresh from the Recovery Discs. After completing the recovery, I log in and run windows updates and I get a message "Windows Update cannot currently check for updates because the service is not running. You may need to restart your computer."
All services are running as they should be. Additionally, any hardware that gets installed gives me an untrusted unsigned driver notification.
Any help would be greatly appreciated.

So I have found the fix. The issue was with the Intel Rapid Storage Technology Driver, App or both.
I found this thread that led me to the right fix:
I used the link below to download my correct version. After trial and error, I finally got version 12.0.0.1083 to work.

I'm writing this in great detail because it is the second time I had to build this desktop due to drive failure. This version supports a larger hard drive which I have. It's important to keep good documentation for future refernce. 😉

1. Hold down the "Windows" key (bottom-left of your keyboard).
2. Touch 'R'.
3. Release both keys.
4. Into the input-area box that opens, type SERVICES.MSC and press ENTER.
5. Scroll-down to "BITS" [Background Intelligent Transfer Service].
6. Double-click that row, to open it.
7. If needed, click 'Start' to, well, start the service.
8. Close this BITS window.
9. Scroll-down much further, to "Windows Update".
10. Double-click that row, to open it.
11. Click 'Start' (as above).
12. Close & close.
13. Try again to run Windows Update.

You should do some reading about using two disk-drives in a "RAID 1 (Mirrored) Array" setup.
Each "write" to the array writes the same data to both disk-drives.
When one disk-drive fails, the other disk-drive continues to function.
Then, you shutdown the computer, remove the "failed" disk-drive, install a replacement disk-drive, and the Intel RST will "rebuild" the array, by copying all the files from the remaining disk-drive onto the new disk-drive.
Thus, unless both disk-drives fail at the same time, you'll never have to reinstall Windows.
