Recovery Stalled

I had to do a full system recovery on the above-mentioned PC. I chose to do a cloud reinstall with the option of deleting everything on all drives so i could start from scratch. It seemed to go through the normal phases, but it seems to now be stuck on the "Resetting this PC" screen at 99% (see image below). It has been at this point for several hours. Obviously, something is wrong. I'm afraid to do a hard shutdown, but I don't know what else to do. Should I go ahead and do that, or is there another safer action I can take?
