Welcome to the HP Forum.
A new Windows install should have a Windows Recovery partition.
But, if you don't have this, it is possible to restore the standard Windows Recovery partition.
You should back up data before doing any Windows modifications.
HP Cloud Recovery:
But, if HP has enhanced the standard Windows Recovery partition in the factory image, it may only be possible to restore the modified HP Windows Recovery partition by doing a HP Cloud Recovery.
Recover The Standard Windows Recovery Partition:
The standard Windows Recovery partition can be restored by doing an in-place upgrade.
W10:
You would need to mount a W10 .ISO while using Windows 10 or run a W10 USB installer while you are using Windows 10 to do an in-place upgrade. Then run the Setup.exe option included: in the .ISO or in the USB installer.
W11:
W11 can do an in-place upgrade in Settings>System>Recovery. W11 does not need: an .ISO or a USB installer.
You should see "Fix Windows 11 using Windows Update" listed as a W11 "Recovery" option.

You have two possible options to restore the Recovery partition:
1. A Windows in-place upgrade,
2. A HP Cloud Recovery.
You have never fully disclosed whether you need a standard Windows Recovery partition or you want the HP Recovery partition.
Which option do you want to do?
What version of Windows do you have; W10 or W11?
Microsoft provides a video on how to do an in-place upgrade at this Site. Use this Link to download W10 if you are not using W11.

Do a HP Cloud Recovery using the instructions at this Site If you want the factory operating system image.
You must first back up data on the system drive if you do a HP Cloud Recovery.
You will lose all data on the system drive if you don't copy the data to a different storage device.
