Attempted system recovery but it has failed, I am currently unable to use my PC.

Hi:
It is possible and very possible if the SSD you replaced the hard drive with is of a smaller capacity.
So...you can clean install W10 by making bootable installation media using the media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
After W10 has completed installing, you can install the drivers and available software from your PC's support page.

Hi:
if the built in system recovery program failed, you can make a bootable USB recovery drive using another Windows, PC, a 32 GB USB flash drive and the HP cloud recovery tool. The recovery drive is equivalent to a factory reset.

Hi Paul, I followed the instructions to the letter and “ The recovery attempt has failed” I have saved the log.
Could it be that the recovery is failing because the original hard drive has been replaced with a SSD ?

Thanks Paul, I have successfully installed W10 thank you. However I seem to be having some difficulty installing from HP support, e g I have downloaded HP Jump start but it doesn't seem to install, when I try to install I get a small black install screen but it stays blank and the install doesn't seem to complete.

Unfortunately, I wouldn't be able to help you with that issue.
I recommend that you start a new discussion on that.
Doing a quick search, it seems to be unnecessary software, and is probably only supported on a HP factory image.
