Do I need to reset my PC to change the account name and email when I sign in? If I reset my PC would my PC automatically install windows?

It depends on your problem and what you want to do exactly.
but you could create a new user account, and then delete the account you no longer want

personally I prefer the second option, but, just a point of view

Sign in without a Microsoft account (not recommended).
