my computer was stuck in a preparing automatic restart loop where it would keep starting ending then starting again. So I attempted to fix this by just resetting my computer. Now after a lot of hours my reset is now stuck in another loop. Where it shows the hp screen with a loading circle. Then for 5 seconds it goes to a screen with the hp that says welcome. Then for close .5 seconds it shows a blue screen saying my computer is at 64 percent download and that it will reset multiple times. Then after the .5 seconds the loop restarts and i cant access bios screen. I need help badly

Given the date of your post, I would have expected someone to respond to it before this -- but since that has not happened, I will take a shot at it ...
Restart HANGS like this are nearly always due to hard drive problems. Folks have been lead to believe that a System Reset is the miracle cure to anything that ails PCs, but the truth is, when the underlying issues are drive-related, all this does is make your PC unusable.
If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024
If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu -- that will look similar to the image below ...
3) press the Function key for testing the hard drive (usually F2) and let it run.
Please report back the test results.
