The hard drive will not boot. Full tests were conducted using the BIOS tools. The only failure is a Hard Drive Short DST Check after about 15 seconds into the test. 

We can boot to the Windows 10 USB thumb drive, but none of the repair tools seem to work.

Should we just give up and install a new hard drive and copy whatever files we can from the old drive after the new one is installed?

Are there  any clever tools we can use, or any actions we can take to restore the existing drive, even if its just clone it to the new drive?

It can continue to operate for a certain time, but it can definitively break down, if it is not already the case!

Try a full reinstall
Be careful even if it works, it may permanently break down, save the data regularly.

You can try several things in order to try to recover your data

 

You can try a bootable cd / dvd type live cd (linux)

you can try removing the hard drive, in order to connect it to another computer internally, or with a usb adapter!

If your disk is not completely out of order, this gives you a small chance

So try to save your data before on external media, if you want to try the complete reinstallation, if it works it may take a little while, while waiting to buy one back.

if not, you can replace it, and actually try to make an image of the disc, to copy to the new one, but that might not be efficient
the best would be a complete installation, and then connect the old hard drive in order to try to copy the data, everything will depend on the working condition of the old drive.

If you originally have a mechanical drive (not looked at at this time), you can optionally buy a sata SSD!

So you can try a sata SSD.
