After installing this update, some USB devices and onboard devices, such as a built-in laptop camera, keyboard or mouse, may stop working.  This may occur when the Windows Update servicing stack incorrectly skips installing the newer version of some critical drivers in the cumulative update and uninstalls the currently active drivers during maintenance.

 

Microsoft is working on a resolution and will provide an update in an upcoming release.

Workaround steps are available in KB4091240.

 

Update:

 

After applying the "workaround", see: March 5, 2018—KB4090913 (OS Build 16299.251)

 

Applies to: Windows 10 version 1709

 

Significant changes include the following:

 

• Addresses issue where some USB devices and onboard devices, such as a built-in laptop camera, keyboard, or mouse, stop working.

 

• Addresses issue where some devices may fail to boot with "INACCESSIBLE_BOOT_DEVICE".

 

 

Apply this update, available via: Microsoft Update Catalog to prevent Windows Update from re-installing the "bad" update (the one that the workaround has just removed).

Thanks!  The touchscreen is also not working.  Would this be a result of this or is a different issue?  I can't get to a recovery screen.  I can't get to anything but the screensaver but will try using the media to load the recovery environment.

It is the same issue, because it is an "onboard" USB device for which no device-drivers [mistakenly] have been loaded.

Quoting from that Microsoft Knowledge Base article:

 

Method 2: Restoring your system without a working keyboard

If a working keyboard is not available after installing the update, your keyboard and mouse should work within the Window 10 Recovery Environment, which you can use to restore your system.

 

  1. Start the Windows 10 Recovery Environment.

If you restart the system before Windows finishes loading the desktop three times in a row, Windows should automatically start the Windows 10 Recovery Environment.
