I Already tried updating the drivers and I've accidentally uninstalled the PCI Serial Port thinking it would reinstall after a reboot. But it didn't. Now I went ahead and installed http://ftp.hp.com/pub/softpaq/sp69501-70000/sp69506.exe as per Paul_Tikkanen's advice here: https://h30434.www3.hp.com/t5/Desktop-Operating-Systems-and-Recovery/HP-8200-Elite-SFF-PCI-serial-po... and it told me these were outdated but mine weren't working anyways so I installed these and it's still giving me that error code. Two of my devices work fine (android) the mouse works fine but the usb wifi dongle does't perform well, it turns on and off randomly. I've turned off the feature where the computer turns that off to save power but don't know if that will work. My main concern is the Zenfone V requiring a restart to connect to PC but I have to connect it first before rebooting. I have all the correct drivers but was given this error code for months now and just uninstalled the PCI serial port today so that isn't the real issue here. Brand new PC, never had any issues besides this. I have zero computer knowledge when it comes to this type of thing. Just what I know from reading the forums.

The "PCI Serial Port" is only rarely used. However, in a "managed" environment, where there is a System Administrator person, and a bunch of identical computers, that person can remotely connect to any computer, and send/receive text through this "serial" (1 bit at a time, as opposed to "parallel") port, to "remotely manage" the computer. I doubt that you need this functionality. This implies that your problem is "something else".
