Ok so basically I decided to move my computer location to the other outlet in my house and ever since there’s been a constant bug of I go to choose keyboard layout click US, then it shows troubleshoot or shut down, obviously trouble shoot I click it tried everything possible, bio, system recovery, auto recovery, file recovery, recovery manager, etc I tried every single thing……I have no idea on what to do it’s been like this for months and their is no local hp windows place for me to go for my problem. I’m just stuck in a constant loop of keyboard layout and troubleshoot and neither work. I even tried all of these multiple times thinking it would work or restarted millions of times hopping for a different outcome and countless YouTube videos that didn’t help. Now I just need help please.

I would say this is a coincidental problem. Or it could have occurred as a result of a faulty Windows Update.
Very sorry, there is no way to effect a quick fix in your situation.
First check all hardware. You want make sure to check the system drive for problems.
Start the PC. Tap "ESC".
Select "F2". Run system and component tests.
You probably have a corrupted UEFI System Partition (boot loader) if the hardware is okay. This might be fixable but is somewhat complex to do.
You can watch this YouTube video for tips or have a local PC Tech do this.
The other option is to save data on the system disk before reinstalling Windows. Also not an easy task. You would use a Hiren's Boot drive or a Linux live drive to do this. Or remove the system drive, connect it to a different PC to back up data.
It looks like you will have to install W10 clean, if you don't fix the EFI partition or the HDD has failed, as your PC does not support HP Cloud Recovery and a HP Recovery Media purchase option for your PC is not available.

Do a custom install. Select "I don't have a product key". Windows will activate post installation when the PC is connected to the network.
