Powered on the PC and after 10mins the fan became noisy and a thermal shutdown occurred. Cleaned the vents and tried again. Same thing happened. Ended up starting a system recovery to restore the default settings, but now the recovery will not complete because the PC keeps shutting down in the middle of the installation. Fan noise increases each time. Purchased a can of compressed air and cleaned everything again. The PC has not been used for over a year. Still the same problem.

If you are getting a thermal shutdown after the cleaning, the next step is to remove the heat sinks and clean the adjoining surfaces and reapply the thermal cooling paste between the heat sink and CPU. Be careful to reassemble correctly.
