Final Update: IT WAS THE CPU/iGPU. I am not sure which as BeemerBiker's suggestions did not work for me but I just got the replacement I ordered and it was as simple as swapping it in and turning it on. Works great and no issues even after running a few benchmarks. Extremely dumbfounded to have gotten a bad CPU/iGPU but I guess it happens? Anyways, thank you BeemerBiker for your advice.

I am glad you got it working.

 

Bring up the device manager and ensure the new CPU shows up.  

I have upgraded a lot of, Intel CPU's and windows does not always notice the change unless I delete al the old CPUS
