It looks like you have data saturation on the "D" drive which prevents shrinking.

 

You would have to move existing data on the "D" drive to a different drive or partition to create free space on the "D" drive prior to shrinking the drive.

 

Are you trying to merge partitions? The partitions have to be contiguous to do this,

 

Third party software can merge contiguous partitions. You can also move non-contiguous partitions to create a contiguous disk layout prior to merging partitions using third party disk management software.

 

I use MiniTool Partition Wizard Free to do this stuff. This software may not work in your situation since I can't determine what you are trying to accomplish.

 

I always move partition data contained in the partition to be merged to a different partition or drive prior to creating unallocated space or prior to merging empty contiguous partitions.
