HP Notebook - 15-f233wm (ENERGY STAR)
Microsoft Windows 10 (64-bit)

Hard Drive failed Replaced it went to reload Windows 10. After loading 78% or so of the OS I get Reset This PC Error Message There was a problem resetting your PC No changes were made. What should I do next?

To reinstall Windows 10, it should be done with the install media.   It sounds with that wording, a new install was not attempted.  There would be nothing to reset when doing a new install.  Get the install media from Microsoft or HP.  Here is Microsoft's site

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media" and follow the directions for the USB or DVD.  Then use this new media to install Windows 10 on the new drive.
