Hard drive hardware failure 3F0. Need a recovery disk/usb - however unavailable on the HP.support website. Is it possible to download and create a USB drive or DVD recovery disk for this model?
Does not look like the 24-b227c is Windows 11 compatible (or upgradeable to be compatible) - is this why the recovery media is not available? If anyone know, I'd appreciate it.

I have noticed during the last few months that HP must be removing support for notebooks more than 5 years old that used to be supported by the HP cloud recovery tool.
There are hundreds of models that used to be supported that no longer are.
There is nothing you can do other than to use the Microsoft media creation tool to create a bootable USB drive to reinstall Windows.
Download Windows 10 (microsoft.com)
After Windows has completed installing, you can install the drivers and available software from your PC's support page.

If there is a reason why you need the HP factory image, you can order a recovery kit from this vendor at the link below.
Your PC's processor does not meet Microsoft's minimum processor requirements they have established for W11.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
When W11 24H2 comes out, things have changed a bit, so watch this video for how to update your W11 23H2 installation to 24H2.

You should probably be able to use this video to upgrade from W10 to 23H2.
I only used the video to upgrade a couple of my older PCs to W11 24H2.
