I have just bought a new HP laptop but upon setting it up it has an interface identical to mu old Asus laptop including the logo - why is this?

Out-sourcing. Both ASUS and HP, rather than having their own computer programmers to write the BIOS/UEFI software, they license the generic software from a third party.
Buy a new automobile, and check the tires -- they are not "branded" by the manufacturer -- they come from a "supplier".
