Hi:
The cheapest alternative would be to replace the 1 TB hard drive with one of the same type.
Then you can reinstall W10 for free by making a bootable USB installation flash drive with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
When you get to the part of the installation that asks you to enter a product key, select the 'I don't have a product key' option.
A better alternative to the standard hard drive, if you can live with less storage space would be to install a 500 GB solid state drive (SSD) which provide much better performance over a standard mechanical hard drive.
This one comes with a 3.5" to 2.5" mounting bracket, which you will need to properly mount the 2.5" drive where the 3.5" drive goes.
Or you can buy the drive without the mounting bracket, check how your PC's current drive is mounted and find a different bracket that may work better than the above kit.

Made flash drive blank of Windows 10 using 16gb but each time I put in install on screen it just loops back to beginning after putting in selection of NO PRODUCT KEY, WINDOWS 10 Home, Accept terms, I select INSTALL , and it goes back to beginning with no install asking same selections, so why isn’t it working?

Unfortunately, I would have no idea why you can't install W10, so I wouldn't be able to help you with that.
When you get to the Install Now screen, it should just go on from there.
You select the version of W10 that you had previously upgraded to, then select the 'I don't have a product key' option and W10 should have installed from that point on, not loop back.

Media Creation Tool ? Was this part of the download onto the flash drive , or was i supposed to select it for the download? Am I supposed to redo download after deleting all files on thumb drive?
I hit rescan , and it’s taking awhile on Collecting information on 1 before 2 Installing Windows. Picture below at bottom

The setup procedure is running and you need a driver. This is strange because just recently I installed WIN10 on an very old Intel-Workstation from 2003!
You only find drivers vor WIN 8.

The last BIOS is from Feb 9, 2015.
You can try the AMD USB Filter Driver. But you have to extract the contents of the *.exe because you need *.inf-based drivers. I use 7-Zip for this.
Copy these files to the USB-stick and try again. It might be that during the setup you have to navigate to the drivers.
