I too have solved this problem. I used the Windows Update Assistant. It took many hours of analisis and then installed all of my updates, including 1709.
Could it be that the new system came without some update installed that somehow interfered with my update attempt to install 1709?

Hi Andy,
I also own the EliteDesk 800 G3 with Windows 1709 and installed a new Sound Blaster Z today.
The SB Z was recognized automatically by the system. But I absolutely need the Creative Control Panel to activate Dolby Digital Live.
My problem is that Creative's software can't be installed (latest Driver package from Creative Website). During setup, the PC simply chrashes and restarts. Did you have the same problem?

Indeed,
I do not have any of the Sounblaster tools working, SBZ.exe simply says "the file or directory is corrupted and unreadable". Luckily I don't need any of those. I just need SPDIF output working which it still does...
