In my windows updates under setting i keep getting the Download error - 0x80d02002

Windows 11 Pro 23h2 22631.3296

I know it is a time out error and can't find the cause. Checked my DNS and firewall settings.

Can not reset this pc through setting or using the windows iso installer.

I have verified my connection is working and stable. 

My internet connection is gigabit Ethernet. 

I have tried downloading from the Microsoft update catalog directly and fails to install without giving any error. 

I have been able to install the latest drivers from the Hp support assistant but still having issues.

The error code 0x80d02002 you're encountering during Windows Update is often related to connectivity or file corruption issues, even though your internet connection is stable. Since you've already checked DNS, and firewall settings, and can't reset your PC through normal methods, here are some additional steps you can take to resolve the issue:

 

1. Run the Windows Update Troubleshooter:

  • Go to Settings > System > Troubleshoot > Other troubleshooters.
  • Find and run the Windows Update troubleshooter.
  • Follow the prompts and let it attempt to resolve any issues.

2. Reset Windows Update Components:

Open Command Prompt as Administrator (right-click Start and select Command Prompt (Admin) or Windows Terminal (Admin)).

 

 

3. Clear the Windows Update Cache:

  • Sometimes, clearing the update cache can help resolve download issues.
  • Delete everything inside the C:\Windows\SoftwareDistribution\Download folder (you can do this manually after stopping the Windows Update services as above).

4. Use the Media Creation Tool:

  • If you still can't update through normal means, you can use the Windows 11 Media Creation Tool to upgrade or repair your installation.
  • Select Upgrade this PC now or create installation media, then choose to upgrade your PC without losing data.\

6. Temporarily Disable Antivirus/Firewall:

  • Temporarily disable any third-party antivirus or firewall software that might be interfering with the update process.
  • After disabling, try the update process again.

7. Check for Background Apps:

  • Close any unnecessary background apps that could be using network resources.
  • Use Task Manager to identify and close these apps before trying the update again.

8. Change DNS Settings:

Although you've checked DNS settings, try switching to a public DNS like Google's (8.8.8.8 and 8.8.4.4) or Cloudflare's (1.1.1.1) as a troubleshooting step.

Go to Settings > Network & Internet > Ethernet > Edit DNS settings, and manually enter these DNS servers.

9. Perform an In-Place Upgrade:

If the issue persists, consider performing an in-place upgrade using the Windows 11 ISO. This will reinstall Windows without affecting your files and applications.

Download the Windows 11 ISO from Microsoft's website, mount it, and run setup.exe.

10. Check Event Viewer:

  • Open Event Viewer and navigate to Windows Logs > System to see if there are any specific error messages related to Windows Update that could provide more clues.

 

If none of these steps work, there might be a deeper issue with the OS installation, in which case a clean installation of Windows might be necessary. Or Contact phone support.

The issue is not fixed, here is what i tried:
Run the Windows Update Troubleshooter
Reset Windows Update Components
Clear the Windows Update Cache
Use the Media Creation Tool
Check for corrupt system files
Temporarily Disable Antivirus/Firewall
Check for Background Apps
Changed DNS to cloudflare
Perform an In-Place Upgrade using ISO, but does not work
Check Event Viewer: I see error Event ID 31 under WindowsUpdateAgent same error code of 0x80d02002
