Windows Updates try to load, get to 8% then fail.
Fixes tried = run Update troubleshooter (this fails to run)
Run HP operating system diagnostics (no issue found)
Run SFC & DSIM (said it fixed things but I still have issues)
Went through to Microsoft Customer support who tried a few things, got upgraded to level 1, they failed, got upgraded to level 2 who also failed.

Hi,
I did a clean install of Win11. It took a while, but PC now working as it should.

Welcome to the HP Forum.
Wow! Microsoft support at Level 2 couldn't help.
I can only suggest trying a supposedly "non-destructive' in-place upgrade.
But, at minimum, you should back up data or have a verified recoverable Windows system image before making any changes to your current Windows installation.
W11 24H2 can do this in Settings>System>Recovery>Fix problems using Windows Update.
You'll have to download the ISO file or create Windows installation media if you are running W10.
The W10: ISO or USB installation media must be run within an active windows session to do an in-place upgrade.

My pleasure.
Did you do a clean W11 install or did you try the W11 in-place upgrade?
W11 in-place upgrades are almost painless.
The system is usually fixed, all installed programs/Apps are intact, and no data loss.
