The HP specs page shows this model coming with Win10 already preloaded -- so why are you trying NOW to install Windows on it?

 I had a lot of malware and ransomware on it was like really bad so I just was going to reinstall Windows  but I ran into that problem

 I tried to use the one that was preloaded that wouldn't work either

 do you know how to fix this bios issue

Turns out that i had a bad windows 10 disk i downloaded the most recent version of Windows 10 on a new disk and that worked for me
