That is what I hate under Windows 10. Sometimes I simply close every thing and try again. Some other times I have to reboot my machines (yes, not one but many).

 

Please try

            https://www.easeus.com/storage-media-recovery/this-device-is-currently-in-use.html

 

I actually used Method 1 from the following tips

 but not permanently xixed.
